‘Cambodia, Thailand agree to halt clashes’
Nation to boost relations with Vietnam HANOI: Vietnam Prime Minister Pham Minh Chinh held a phone conversation with his Malaysian counterpart Datuk Seri Anwar Ibrahim on Friday to discuss bilateral relations and recent regional and international issues. Vietnam News Agency (VNA) reported that Chinh had welcomed the call which followed their meeting at the G20 Summit last month. He praised their regular phone talks that fostered timely coordination and information sharing on issues of common concern. Chinh said it reflected the growing political trust between the two countries, including between high-ranking leaders, in line with the spirit of the Comprehensive Strategic Partnership, Bernama reported. Discussing future cooperation orientations, the two leaders noted with satisfaction the positive progress in the Vietnam-Malaysia Comprehensive Strategic Partnership over the recent past. They agreed to soon formally adopt the 2026-2030 action plan for implementing the partnership to set specific directions and raise bilateral trade to US$20 billion (RM82 billion) in a more balanced manner. Chinh suggested that both nations should further strengthen cooperation in rice trading, maritime and ocean affairs, with priority given to oil and gas collaboration between the Vietnam National Industry Energy Group (Petrovietnam) and Petronas as well as cooperation in joint fishing and combating illegal, unreported and unregulated fishing. The two sides also expressed deep concern over the recent tensions between Cambodia and Thailand, and called for restraint, no use of force, dialogue and peaceful resolution, according to VNA. Minister: MoU with US not related to ART KUALA LUMPUR: The MoU on Defence Cooperation between Malaysia and the United States (US) is unrelated to the Agreement on Reciprocal Trade (ART) signed on Oct 26 at the Asean Summit here, said Defence Minister Datuk Seri Mohamed Khaled Nordin. He said the MoU is legally non-binding and had been under negotiation since 2020. He added that the defence cooperation instrument, signed by the Defence Ministry with the US Department of War on Oct 30 on the sidelines of the Asean Defence Ministers’ Meeting, is an MoU, not an agreement as previously suggested. “The Defence Cooperation MoU focuses on bilateral activities between Malaysia and the US, covering capability and capacity development, military training and exercises, defence science, technology and industry as well as other areas mutually agreed upon through the Malaysia-US Strategic Talks, conducted since 2008. “The signing of Defence Cooperation MoUs with partner countries is a form of defence diplomacy, as outlined in the Third Pillar of the Defence White Paper launched in 2019 during Tun Dr Mahathir Mohamad’s tenure as the seventh prime minister.” Mohamed Khaled said Malaysia had also signed Defence Cooperation MoUs with other countries, including China (in 2016), Japan (2018), Laos (2019), Indonesia (2022), Vietnam (2023) and the United Arab Emirates (Dec 11). – Bernama

Trump said he had a good conversation with both prime ministers – Hun Manet of Cambodia and Anutin Charnvirakul of Thailand. “They have agreed to cease all shooting effective this evening, and go back to the original Peace Accord made with me and them, with the help of the great Prime Minister of Malaysia Anwar Ibrahim. “It is my honour to work with Anutin and Hun in resolving what could have evolved into a major war between two

Key efforts include enhancing and expanding the Sumbangan Tunai Rahmah (STR) and Sumbangan Asas Rahmah (Sara) schemes, which have been adjusted to reflect current living costs. STR is a cash-based aid programme, while Sara allows the purchase of essential goods using MyKad at selected outlets to ease the burden on those in need, with disbursements improved each year. Funding for STR and Sara has also been increased from RM10 billion in 2024 to RM13 billion in 2025, with the expanded eligibility covering low-income households, senior citizens and low-income singles. Anuar stressed that all Malaysians, regardless of ethnicity, should support the national education system and work together to improve it. “If there are shortcomings, we should (provide feedback) and suggest improvements, but not with the intention of dismantling the system. ‘The goal should be to strengthen our national schools,” he said. Anuar added that Malaysia is unique in recognising vernacular schools as part of the national education stream, a system supported by legal rulings in Kota Bharu and Kuala Lumpur high courts in 2021. “UEC does not originate from the national curriculum, and leaders must show patriotism by strengthening national schools (SK and SJK) rather than fragmenting the system further,” he added. Recently, DAP deputy chairman Nga Kor Ming said his party plans to meet Prime Minister Datuk Seri Anwar Ibrahim to push for recognition of the UEC for entry into public universities. However, Anwar emphasised that any discussion on recognising the UEC or promoting other languages must respect the national language, whose position in the Constitution will continue to be defended. Anwar said while there are demands to emphasise English or recognise alternative certificates such as the UEC, the national language must remain the “language of knowledge” mastered by all Malaysians.

Sabah tables RM6.4b budget for 2026
Strategy to get highway on track PUTATAN: The steering committee for the Sabah Pan Borneo Highway project will hold more frequent meetings to discuss and address issues hindering the construction progress, said Works Minister Datuk Seri Alexander Nanta Linggi. He said the presence of representatives from the Finance Ministry, Economy Ministry and relevant Sabah state government agencies has enabled detailed discussions during the meetings. He added that these discussions cover various aspects, including the progress of the project, challenges faced and proposed solutions to ensure that the highway is completed according to quality specifications, timelines and budget. He was speaking after a working visit to inspect the progress of Phase 1 of the Pan Borneo Highway at Work Packages 7 and 8 on Friday. He said such field visits are a routine initiative by the ministry’s leadership to monitor the physical progress of projects comprehensively, identify challenges and address any issue on-site that requires immediate resolution. “This proactive approach is essential to prevent delays in the project and to ensure that no project is classified as ‘sick’. This work package is part of the strategic Kota Kinabalu Outer Ring Road, a key link connecting the southwest of Sabah to the northwest. “This infrastructure is not only crucial for the state’s primary road network but is also expected to have a significant socio economic impact.” The Pan Borneo Sabah Highway Phase 1 involves the construction of 706km of road and is being carried out in two main phases. Phase 1A of the highway covers a distance of 318km and is currently progressing well, with an on-site completion rate of 86.53%. “Phase 1B, covering 388km, is progressing according to plan.” – Bernama Initiative for student character building SEREMBAN: Negeri Sembilan, as the pioneer of the Bangsa Malaysia Character Building Programme for Form Six students, has successfully mobilised more than 1,000 volunteers since its launch in 2023. Menteri Besar Datuk Seri Aminuddin Harun said the programme is grounded in the elements of leadership, social responsibility and patriotism, aligned with the six pillars of the Madani vision. He said the initiative plays an important role in producing quality, competitive and principled students while supporting efforts to nurture a future generation of leaders. “Young people need to interact more widely and build friendships beyond their usual circles while strengthening the values of mutual respect. “When facing any issue, do not act based on emotions. KOTA Sabah government has tabled Budget 2026 amounting to RM6.402 billion, with an estimated surplus of RM28 million. Deputy Chief Minister II Datuk Seri Masidi Manjun, who is also the state’s finance minister, said the Sabah government projects revenue of RM6.43 billion next year, making it a surplus budget. “Although this budget records a slight decrease compared with 2025, after taking into account the estimated revenue that can be collected, Sabah Budget 2026 still records a surplus of RM28 million.” He was speaking when presenting the budget, themed “Driving Development, Prioritising the People’s Wellbeing” at the Sabah State Legislative Assembly on Friday. Call to allow drug mules to trade intel for penalty relief

Negeri Sembilan police chief Datuk Alzafny Ahmad said three men have been detained to assist in investigations, and a pistol along with several rounds of ammunition were seized. “We are still tracking down suspects and witnesses to assist in the investigation, and statements from seven individuals have been taken.” In the incident at about 7.30am, the 43-year-old victim died while receiving treatment at Tuanku Ja’afar Hospital, while a 47-year-old man was injured after being shot by two suspects on a motorcycle. “Police believe the case was driven by revenge. The victim was the bodyguard of the man who was injured in the incident, who is suspected to be a leader of a secret society group,” he told Bernama yesterday. In a separate development, Alzafny said no reports or information have been received regarding an incident involving a man who was injured while searching for petai in a forested area of Kampung Maasop in Senaling on Friday. “Police are tracking down the individuals involved. We do not rule out the possibility of illegal hunting activities in forests in this state,” he said. On Friday, Kuala Pilah police chief Supt Muhamad Mustafah Hussin said at the time of the incident, the 47-year-old victim was alone at the location before being hit by buckshot in his right side and back areas. He was 28 at the time and employed at a clothing import warehouse. “The unfortunate part is also that taxpayer funds were used to send him through trial and to lock him up in prison for five years. But not enough resources were spent on investigating the real culprits,” said Vignesh, who also represented Ezeobi, together with lawyer Ooi Hong Ming. Senior lawyer Datuk C. Vignesh Kumar told theSun that the lack of such provisions hampers efforts to dismantle drug syndicates that operate through intermediaries and foreign recruits. He said the issue was evident in a case decided by the Court of Appeal on Dec 11, in which the circumstances of a parcel delivery highlighted how traffickers conceal the real organisers behind multiple layers of the operation. “The masterminds still evade detection while mules are the ones charged. “Individuals, mainly from poor backgrounds and countries, are being used as drug mules by organised syndicates. Arrests and prosecution are difficult as these syndicates are well-organised,” he said. IPOH: A 59-year-old amputee who faced financial difficulties and other issues almost gave up hope until the Lions Club came to her rescue. Lions Club International Region 5 chairperson Dr Richard Ng said early this month, he received a call from a fellow Lions Club member alerting him on the predicament faced by Jenny Pong Seow Chin. Pong, who had both her legs amputated due to an injury, was only able to move around using a special cart. “P. Krishnaveni, the director of Lions Club of Lumut Legacy infomed me of Pong’s situation. “She needed monetary and essential goods aid. She also needed assistance for a urostomy bag (a pouch worn over an opening on the abdomen) to collect urine, which costs about RM1,800 per month. “I led a team of Lions Club members to visit Pong after I received the call and organised for aid to be given to her. We gave her cash and arranged for groceries to be sent to her house on Dec 8,” Ng said. Cash donation and food items such as biscuits and milk powder were contributed by Lions Club of Perak Silver State and Persatuan India Muslim (PRIM) Perak. In 1985, Pong was pregnant with twins but had to undergo an abortion due to a spinal problem she suffered after she had a fall. She then developed problems with her lower limbs and had trouble walking. In 1997, Pong was admitted to a private hospital and was later admitted to the Raja Permaisuri Bainun Hospital in Ipoh, where both her legs had to be amputated. It is learnt that Pong had been on her own after she was separated from her husband in 1985. Thai-Cambodia ceasefire teetering on brink
Filipino fishermen hurt in encounter MANILA: Three Filipino fishermen were injured when China Coast Guard vessels sprayed their boats with water cannons and cut their anchor lines in a disputed area of the South China Sea, Philippine authorities said yesterday. Beijing said on Friday it had taken “necessary control measures”, involved about 20 fishing boats near the flashpoint Sabina Shoal, a fish-rich area about 150km from the island of Palawan. It was the latest confrontation between Chinese and Philippine ships in the contested waterway, claimed almost in its entirety by China. The fishermen “were targeted with water cannons and dangerous blocking manoeuvres”, a Philippine coast guard spokesman said yesterday. “Three fishermen sustained physical injuries, including bruises and open wounds. Two (Filipino fishing boats) also suffered significant damage from high pressure water cannon blasts,” Commodore Jay Tarriela said. Small Chinese rigid hull inflatable vessels had also “deliberately cut the anchor lines of several (boats)”, he said. In a statement released yesterday, the China Coast Guard said it had taken “necessary control measures against the Philippine vessels ... including issuing warnings via loudspeaker and conducting external manoeuvring to drive them away”. Video released by the Philippine side showed water cannon blasts crashing over the small fishing boats. Tarriela said the high-powered streams had “destroyed wooden structures” on the vessels. A military jet bombed late Wednesday the general hospital of Mrauk-U in western Rakhine state, bordering Bangladesh, two aid workers said. “Those killed or injured were not civilians, but terrorists and their supporters,” said an article in the Global New Light of Myanmar . The United Nations has demanded an investigation, saying the attack could constitute a war crime. Warrant for seized tanker unsealed WASHINGTON: A US court released a heavily redacted warrant on Friday that had authorised the seizure of an oil tanker off the coast of Venezuela, a move Caracas decried as an act of “international piracy” and “blatant theft”. Russia sentences ICC judges, prosecutor MOSCOW: Russia on Friday sentenced top International Criminal Court (ICC) judges and its chief prosecutor to jail terms, in a retaliatory move after the court issued an arrest warrant for President Vladimir Putin over the Ukraine war. In 2023, prosecutor Karim Khan charged Putin with illegally deporting children from Russian-occupied territories of Ukraine. Moscow responded by opening a case against him. The Moscow city court found that “ICC Prosecutor Karim Khan unlawfully prosecuted Russian citizens in The Hague” and that the ICC “instructed the judges of the chamber to issue patently unlawful arrest warrants”.
