One-off RM100 aid for every adult M’sian: PM

Vacancies at public healthcare facilities to be filled soon PETALING JAYA: The government will expedite the filling of 4,352 positions at public healthcare facilities by the end of this year, with priority given to contract doctors, said Prime Minister Datuk Seri Anwar Ibrahim. He said immediate steps are needed to strengthen the country’s healthcare delivery. “There have been complaints about critical vacancies, particularly involving doctors. So, we have decided that while services must improve, there is also a clear need to bring in new and contract doctors,” he said during a televised address to the nation yesterday. He said Malaysia’s economic trajectory remains “strong and convincing”, a sentiment reflected in both domestic indicators and positive global assessments. “The ringgit’s value reflects growing confidence, having strengthened by over 5% against the US dollar as of mid-year. The ringgit currently stands at RM4.23, placing it among the top five performing Asian currencies this year. “GDP growth for the first quarter stood at 4.4%, and based on early estimates, the second quarter is expected to reach 4.5%. “Malaysia climbed 11 spots to 23rd place in the International Institute for Management Development World Competitiveness Ranking 2025. “Last year, we recorded the highest approved investments in history at RM384 billion, a 17% increase from 2023, and this figure is expected to rise further this year.”– By Qirana Nabilla Mohd Rashidi Launch of Sejahtera Madani initiative today PETALING JAYA: Prime Minister Datuk Seri Anwar Ibrahim will launch the Sejahtera Madani initiative today, reaffirming the government’s commitment to eradicating hardcore poverty in Malaysia. He said the initiative continues efforts to ensure sustained aid for low-income groups, with support from both the public and corporate sectors. Anwar made the remarks during the Special Appreciation for Malaysians address yesterday. “Ending hardcore poverty has been a goal of mine from the beginning. By the end of 2024, nearly 150,000 households who were in that category have seen their status improve,”he said during the Special Appreciation for Malaysians address yesterday. – By Qirana Nabilla Mohd Rashidi ‘Ambalat areas part of nation’s territory’ KUALA LUMPUR: Malaysia holds the position that Blocks ND6 and ND7 in the Sulawesi Sea, claimed by Indonesia as the “Ambalat” block, are part of Malaysia’s sovereign territory, said the Foreign Ministry in a written reply posted on the Parliament portal. It said the stance is based on international law following the decision of the International Court of Justice in 2002. “In this regard, the reference to Ambalat for parts of the blocks is inaccurate and misleading. Therefore, the correct term for the area in question, in line with Malaysia’s position, is the Sulawesi Sea.” It was responding to a question from Datuk Jonathan Yasin (GRS-Ranau), who asked whether the consent of the Sabah government would be sought before any agreement is made with the Indonesian government regarding a proposed joint development approach for the Ambalat block. The ministry explained that during Prime Minister Datuk Seri Anwar Ibrahim’s official visit to Indonesia on June 27, both leaders issued a joint statement on the proposed joint development in the Sulawesi Sea. – Bernama

o In special televised address, Anwar also unveils boost in subsidies for essential goods and additional public holiday on Sept 15

PETALING JAYA: In a sweeping move to ease financial pressure on Malaysians and uplift the national spirit ahead of Merdeka and Malaysia Day, Prime Minister Datuk Seri Anwar Ibrahim yesterday unveiled a RM2 billion cash aid initiative for all adults, a significant boost in subsidies for essential goods and an additional public holiday. “In celebration of our National Day, I am pleased to announce that every adult Malaysian will receive RM100 through his MyKad under the Sumbangan Asas Rahmah scheme,” he said during a special televised address. The one-off aid will benefit 22 million citizens aged 18 and above. It can be utilised between Aug 31 and Dec 31 at over 4,100 participating outlets nationwide, including Mydin, Lotus’s, Econsave, 99 Speedmart and select local grocery stores. “That means a household consisting of a husband, wife and two adult children will receive RM400 in total.” He said with this latest injection, the combined allocation for the Sumbangan Tunai Rahmah and Sumbangan Asas Rahmah initiatives will increase to RM15 billion from RM13 billion, making it the largest-ever cash assistance programme in Malaysia’s history and the first time such aid is being extended to all adult Malaysians. Acknowledging that some recipients may not necessarily need the assistance, Anwar encouraged those in a better financial position to leave the credit unspent. “For those who choose not to use it, the government intends to channel the unused balance at the end of the year towards programmes that support vulnerable communities next year.” Anwar also announced that the allocation for the Jualan Rahmah Madani programme would be doubled to RM600 million, up from RM300 million this year, enabling the programme to expand both in frequency and geographic reach, covering 600 state constituencies in the country. “We want the people to have better access to basic necessities at affordable prices, no matter where they live. We will also expand the range of essential items offered, providing the public with more options and better access to basic necessities at lower prices.” The programme is part of the government’s broader strategy to make essential goods more affordable for Malaysians and reduce everyday financial strain. Capping the announcements, Anwar declared that Sept 15, which falls on a Monday, will be a public holiday, effectively creating a long weekend for Malaysians to celebrate the formation of the country. “This holiday is a token of appreciation for the spirit of togetherness that defines our country. It is also a chance for people to reconnect with their roots or travel locally.” Further announcements are expected as relief measures are rolled out in phases.

Subsidised price of RON95 to be set at RM1.99 PUTRAJAYA: About 18 million Malaysian drivers and motorcyclists, including youth as young as 16 and gig workers, are set to benefit from a new targeted fuel subsidy that will see RON95 petrol priced at just RM1.99 per litre. “Although global oil prices have fallen, the unsubsidised price of RON95 is still around RM2.50 per litre.”

He acknowledged that broad subsidies were necessary in the past, especially during periods of high national debt and low government revenue. “I apologise for the delay in implementing reforms. But we had to make tough calls on water, electricity, and fuel to stabilise the economy first.” He said now that conditions have improved, reforms can move forward. Anwar also announced that toll rate hikes scheduled for this year on 10 highways would be postponed, despite the increases being part of long-standing concession agreements. “According to projections, tolls were supposed to go up this year.” The government will fork out over RM500 million in compensation to maintain the current toll rates. The selected highways include the Senai-Desaru Expressway, East Coast Expressway Phase 2, South Klang Valley Expressway, Butterworth Outer Ring Road and KL-Putrajaya Expressway. – By Qirana Nabilla Mohd Rashidi

He said the RM1.99 price is still heavily subsidised and represents a major commitment by the government despite the improved fiscal outlook. In 2023, RM20 billion was spent to keep fuel prices manageable. The same amount was allocated in 2024. Addressing concerns about rising utility costs, Anwar said claims of increased electricity bills are inaccurate. He said in fact, 85% of domestic users are now paying less than before, thanks to lower energy generation costs. “Although the tariff has changed, bills have gone down, some by as much as 14% compared with the first half of the year.” Anwar slammed critics for spreading misinformation, saying the reality is that Malaysians are seeing real savings.

Prime Minister Datuk Seri Anwar Ibrahim said the long-anticipated plan would be implemented soon, with full details to be revealed by the end of September. “The government’s commitment has never wavered in ensuring that public subsidies go to those who truly need them. Ordinary Malaysians will continue to benefit, but leakage to ineligible groups, including foreign nationals, must stop.” Under the new system, only Malaysian citizens will qualify for the subsidised RON95 rate, verified via MyKad. Foreigners will be required to pay the full market price. Anwar said the current blanket subsidy model is no longer sustainable, with the government spending nearly RM20 billion annually on RON95 alone.

3 Economists laud RM100 aid as timely respite for households

‘Govt to closely monitor food prices’

Ű BY KIRTINEE RAMESH newsdesk@thesundaily.com

PETALING JAYA: Deputy Finance Minister Lim Hui Ying has assured that the government is closely monitoring the prices of essential goods particularly food items to ensure the cost of living remains stable following the implementation of the expanded Sales and Service Tax (SST) this month. “Food inflation stood at 2.1% in June and averaged 2.4% for the January to June 2025 period, higher than the national inflation rate of 1.1%,” she told the Dewan Rakyat yesterday. Lim stressed that the SST expansion is a targeted measure and not intended to drive up the prices of basic necessities. “The Domestic Trade and Cost of Living Ministry will continue on-site price monitoring to ensure prices remain under control. The government is determined to keep basic goods affordable and prevent price surges.” She added that the ministry will maintain ongoing price surveillance to ensure the overall cost of living remains manageable for the rakyat. Lim was replying to a supplementary question from Datuk Seri Hamzah Zainuddin (PN-Larut) who asked about the government’s efforts to reduce the food inflation rate, including the SST expansion’s impact on food price controls. Fake ads of public figures spark alarm PETALING JAYA: A total of 121 scam advertisements using images of high-profile Malaysians have been reported to date, said Communications Deputy Minister Teo Nie Ching yesterday. She told the Dewan Rakyat that the Malaysian Communications and Multimedia Commission has lodged official complaints with Meta regarding the fraudulent ads. She expressed concern that such scams continue to surface on the platform and noted that misleading advertisements using her image are still appearing on Facebook despite repeated reports, raising concerns about the role of platform operators, which appear to be acting as accomplices to such fraudulent activities. “Lately, there have been many fake ads on Facebook. Although MCMC has issued notices classifying them as scams, Meta continues to allow the second, third, fourth and subsequent ads to be published.” – By Kirtinee Ramesh

Besides the cash handout, Anwar said the government would defer toll hikes scheduled this year across 10 highways. The allocation for the Jualan Rahmah Madani programme will also be doubled – from RM300 million to RM600 million. Anwar added that the government will introduce targeted subsidies for RON95 petrol, with the fuel set to be priced at RM1.99 per litre for Malaysians by the end of September. He also declared that Sept 15 (this year) will be a public holiday in celebration of Malaysia Day. – By Ikhwan Zulkaflee spending and dampens inflationary spillover. But ultimately, the government needs a more sustainable model for infrastructure financing.” On fuel subsidies, he said the government is on the right track. “We welcome this, but the government should also explore targeted options, with added support for the M40 through tax breaks or tailored cash aid.” Economist Professor Geoffrey Williams described the cash handout a “smart and meaningful” initiative that could serve as a test bed for a Universal Basic Income (UBI) framework. “This is an unconditional, automatic cash transfer – no applications, no eligibility hurdles. That’s the DNA of a UBI. “If scaled up, it could evolve into monthly payments and pave the way for reforming the STR (Sumbangan Tunai Rahmah) and SARA (Sumbangan Asas Rahmah) schemes.” Williams suggested Malaysia could even lead globally in rolling out a nationwide UBI model. “If developed properly, it could be a bold signature of Anwar’s social policy legacy.” He added that the move is financially viable, especially with savings from the ongoing subsidy rationalisation drive and would generate a ripple effect in local economies. “For the B40 and lower M40 groups, RM100 is significant. Most of it will be spent in neighbourhood shops and stalls – directly stimulating grassroots demand. It can help lift consumer spending in the second half of the year.” Williams acknowledged the public’s scepticism, but urged Malaysians to view the move on its merits. “This is a solid step forward. The government deserves credit for it.” The RM100 cash aid, set to be disbursed via MyKad from Aug 31, is expected to benefit over 22 million Malaysians. It complements existing food subsidies, fuel support and frozen toll rates under the government’s multi-pronged strategy to ease living costs.

o Handout seen as effective short-term stimulus to spur public spending, ease daily expenses and inflation pressures

PETALING JAYA: Prime Minister Datuk Seri Anwar Ibrahim’s latest cost-of-living relief plan is drawing praise from economists, who say the RM100 one-off cash handout – expected to inject RM2.2 billion directly into the domestic economy – could provide an immediate boost in spending and ease the burden on struggling households. Dr Mohamad Idham Md Razak, senior lecturer at Universiti Teknologi Mara (UiTM) Puncak Alam, said the cash aid, which will be given to all Malaysians aged 18 and above, could act as a short-term economic stimulus, particularly for youths and low-income groups. “With three adults in a household, that’s RM300. It’s a

million boost for the Jualan Rahmah programme as one of the most strategic moves. “By offering essential goods at discounted prices, this directly lowers household spending and helps cushion inflation.” Mohamad Idham also welcomed the toll hike postponement involving 10 highways, saying it would ease the burden on daily commuters and small business operators. “This brings real relief, especially for those travelling long distances for work. It helps preserve consumer

quick injection that could lift spending on retail, food and essentials and support small traders. “But without follow-up measures such as job creation or sustainable financial aid, the effect may not last,” he told theSun. He said Anwar’s broader cost-of living package – including fuel subsidy adjustments, expanded food assistance and a freeze on toll hikes – signals the government’s effort to tackle inflation and shield household income on several fronts. He highlighted the RM600

Cash payout, cheaper petrol offer relief amid rising costs PETALING JAYA: The announcement by the prime minister yesterday received widespread public approval, with many hailing it as timely relief amid ongoing economic pressures. Human Resources executive Afaf Radzuan, 35, said the cash handout for all adults is bound to strike a chord with the people. the Jualan Rahmah initiative would help Malaysians cope with rising prices of basic goods. “The freeze on toll hikes also helps ease financial pressure, especially for those of us who travel long distances for work.” Aminurrashid Idris, 37, an not go up.” Part-time worker Nur Shahiera Hisham Mudin, 24, said the RM100 aid was meaningful, especially for young families. would go a long way for struggling families. “Thanks to PMX (Datuk Seri Anwar Ibrahim) for the RM100 assistance – it’ll help many buy basic necessities. It’s not enough to cover a whole month, of course, but it’s a welcome help for those who truly need it.”

“The announcement meant a lot to me. Between my husband, my younger sibling and I, we’ll receive RM300. It may not seem much to others, but for us, it makes a real difference.” She said the money would go towards household essentials and items for her eldest child, who is nearly two. Sirajuddin said the department would also explore the most suitable solution to address the appointment of companies without halal certification to operate catering services, including at government premises. Sirajuddin added that halal certification inspections at such premises fall under the jurisdiction of the appointing agency, and the Finance Ministry has stipulated that all food suppliers must have halal certification. On another matter, Sirajuddin said the department received 19,686 applications for the halal certification last year. In terms of enforcement action, DOE issued 58 directives, initiated 27 court actions and imposed 59 compounds on parties found to have committed open burning offences this year. Wan Abdul Latiff said for better preparedness and coordination, the National Open Burning Action Plan and the National Haze Action Plan had also been activated since Feb 26 to coordinate government agency response in addressing open burning and managing haze situations in the country, Bernama reported. “In addition, joint patrols and monitoring efforts are also being conducted with strategic partner agencies such as the Malaysian Civil Defence Force and other enforcement agencies at the state and district levels.” He also urged the public not to carry out any form of open burning, particularly for agricultural purposes such as land clearing, disposal of agricultural waste or managing abandoned land. “Stern action will be taken against individuals or parties found to be in violation of Section 29A of the Environmental Quality Act 1974. Offenders convicted of open burning can be fined up to RM1 million or imprisoned for up to five years, or both. “In addition, a compound of up to 50% of the maximum fine may be imposed for each offence,” he said. “All operators of industries such as quarries, palm oil mills, premix

She disagreed with the prosecution’s suggestion that on the day of the incident, she left Zayn Rayyan to play on a swing in the playground alone while she went up to her house on the second floor of the apartment. “While walking, sometimes Zayn would run in front of me or behind me under my supervision. Zayn knows the stairs up to the house and he also knows our house. “Besides the house, Zayn remembers the way to places he usually goes to, such as the way to his grandparents’ house, the way to school and the shops. I know how my son is. Zayn is a smart person, although he has a disability (autism), he knows his home.”

She said she walked in front of Zayn Rayyan but did not look back at all because she only used her sense of hearing to monitor the whereabouts of Zayn Rayyan, who was behind her at the time. However, Ismanira agreed with the prosecution’s suggestion that visual monitoring is clearer and quicker to respond to than the sense of hearing. She said Zayn Rayyan never left the house without her and was always under

Emping tradition thriving in Pahang community o KampungGintong

Golden melon project by university bears fruit MALACCA: Universiti Teknikal Malaysia Melaka (UTeM), through its Electrical Technology and Engineering Faculty, has contributed to the cultivation of premium golden melon using a fertigation system in Kampung Pulau, Masjid Tanah. Lead researcher Assoc Prof Dr Muhammad Herman Jamaluddin said the technology includes an automated irrigation system designed to deliver fertiliser to each plant at scheduled intervals. He added that the project is managed by the local surau community and residents of Kampung Pulau who were trained in using the system, including fertilisation techniques, water management and pest and disease control. “The system regulates fertiliser concentration to meet the standards for premium melons, which are in high market demand. “It is also equipped with lights to enhance photosynthesis at night. “During the first season, seedlings were planted and the revenue from selling the fruits was reinvested to increase the capacity for the second season.” With this technology, the Kampung Pulau Village Development and Security Committee estimates that sales revenue from the second harvest could reach RM4,000, almost double the amount compared with the previous season. UTeM vice-chancellor Prof Datuk Dr Massila Kamalrudin said the achievement was one of the university’s successes in sharing its expertise to help improve the local economy. She said the project was implemented through the Madani Adopted Village programme, a Higher Education Ministry initiative lead by the university via the UTeM-Malacca RICE Collaboration Management Centre. “This project not only benefits the public but also provides practical experience for students and lecturers.“ – Bernama

JERANTUT: “Emping padi” is a traditional snack made from young or semi-mature rice grains and typically served as an afternoon treat. For the residents of Kampung Gintong, located about 21km from Jerantut in Pahang, the “mengemping” tradition is an anticipated event, especially among the older generation. It is a time for communal efforts and strengthening social bonds. Other activities are also held to attract the younger crowd, such as fishing competitions, traditional games and “mud play” in the padi fields. Every year, when the harvesting season arrives between May and July, housewife Hariani Zakaria, 62, never misses the chance to continue the tradition of making emping . She told Bernama the activity is carried out by residents after the harvest, especially when there are visitors such as school or corporate groups, adding to the tourism appeal of the village. “The process begins with soaking rice for up to two days, with the water changed daily to keep it fresh, before frying. “The rice is then stirred continuously in a hot wok until it pops and dries, before being transferred to a mortar for pounding.” Hariani added that a special type of foot operated mortar ( lesung indik or lesung kaki ) is used, where several men stomp in unison to flatten the rice. “From sowing the rice (grains) to frying, women are mainly involved. But during the flattening process, the men take over, stomping on the mortar. “While the mortar is being used, I stir the rice with a split bamboo spatula called a pencuas . become an annual event to attract visitors from within and outside the district to witness the process and introduce the tradition to the younger generation. “It should be developed as an eco-tourism product in Kampung Gintong because it not only promotes this tradition to tourists, but also allows them to experience village life and community spirit. “In fact, the villagers created a special lesung indik 15 years ago, made from keranji tree wood, to use during large-scale mengemping events.” He added that Kampung Gintong’s location beside the Pahang River is strategic for agriculture, particularly padi farming, with water channelled from the river via a pumphouse managed by the Department of Irrigation and Drainage.

match the rhythm so it does not clash with the pestle. “The pounding must be done until the rice becomes flat and its husk separates from the grain,” she said. The husked emping is then placed into a winnowing tray ( nyiru ) to be tossed and sifted to remove the husks. “It can be served according to personal preference. I usually make two versions, one mixed with coconut milk syrup cooked with palm sugar, and a dry version mixed with freshly grated young coconut and sugar. “This tradition might seem foreign to today’s youth, but once they try emping , it tastes just like oat cereal.” Kampung Gintong Village Development and Security Committee chairman Shahrulwizam Harun said the activity has

At least 12 people were reported dead in the floods and other accidents brought about by the inclement weather, according to the police. Most of the fatalities died from drowning, while at least two people died when struck by falling trees or debris, the national disaster agency said. About 1.2 million people were affected by Wipha’s onslaught and the monsoon rains, including over 286,000 residents displaced and forced to stay in evacuation centres. MANILA: A long-time couple from the Philippines did not let a severe tropical storm stop them from tying the knot as they said their I Do’s in a flooded church. Jao Verdillo and Jamaica Aguilar waded through one-foot-deep floodwaters inside Barasoain Church in Malolos City in Bulacan province, just north of Manila, for the wedding ceremony on Tuesday. “Nothing could have stopped us,” Aguilar told ABS-CBN News. “We have been waiting for this for a long time. This is just a flood. We have much more to brave through together.” The couple had booked their wedding in the church two years ago and had taken time off from their work for the ceremony. Family and friends also waded through the flood water, with some taking their shoes off to keep them dry. Verdillo folded his pants to his HONG KONG: A court here ruled yesterday in favour of a transgender person who challenged laws that criminalise them for going into public toilets that align with their chosen gender identity. Judge Russell Coleman struck down the two provisions that made it criminal to do so but suspended the ruling for 12 months to let the government “consider whether it wishes to implement a way to deal with the contravention”. The Hong Kong government did not immediately respond. “This is a matter of the line drawing, which seems to me to be a question for the government or legislature to address,” Coleman wrote in his judgment. He also said the question of where to draw the line between a “female person” and a “male person” is “an answer not appropriately given by the courts, and is more appropriately a matter for legislation”. The legal challenge was launched by a transgender person, call a general election straight away, instead holding off on strengthening the party’s appeal before seeking a mandate from voters, the source said. However, the selection process may not be smooth, since the LDP and its junior coalition partner Komeito lack a majority in both houses of parliament. A Yomiuri newspaper poll following Sunday’s election showed Takaichi as the top pick for prime minister in an LDP-led government, with 26% of votes, followed by farm minister Shinjiro Koizumi, at 22%. Takaichi previously served as Japan’s economic security minister, internal affairs minister and the LDP’s policy council chief. She is known for her conservative views, such as revising the pacifist

Ishiba will announce his resignation next month, Japanese media reported earlier. Retrial for woman who bit off tongue of attacker SEOUL: A South Korean court reopened a decades-old case yesterday after the country’s #MeToo movement inspired a woman to challenge her conviction for defending herself against sexual violence 61 years ago.

Choi Mal-ja was 19 when she was attacked by a 21-year-old man in the southern town of Gimhae in 1964. He pinned her to the ground and forced his tongue into her mouth, court records showed. Choi managed to break free by biting off about 1.5cm of his tongue. In one of South Korea’s most contentious rulings on sexual violence, the aggressor received only six months in prison, suspended for two years, for trespassing and intimidation but not attempted rape. But Choi was convicted of causing grievous bodily harm and handed a 10-month prison sentence, suspended for two years. The court said at the time her action had “exceeded the reasonable bounds of legally permissible self defence”. Choi’s case gained renewed momentum decades later after #MeToo movement, which took off globally in 2017 and inspired her to seek justice. In South Korea, massive women’s rights protests led to victories on issues ranging from abortion access to tougher penalties for spycam crimes. Choi filed for a retrial in 2020, but lower courts initially rejected her petition. After years of campaigning and an appeal, South Korea’s top court finally ordered a retrial last year. “For 61 years, the state made me live as a criminal,” Choi told reporters outside the Busan District Court
