Stronger whistleblower shield, new FOI Act soon

PUTRAJAYA: The government will amend the Whistleblower Protection Act 2010 and table a new Freedom of Information (FOI) Act by year end, Prime Minister Datuk Seri Anwar Ibrahim announced yesterday. He said the revised legislation would eliminate existing loopholes that undermine whistleblower safeguards and introduce an independent committee to monitor enforcement. “We are committed to offering stronger, more meaningful protection for those who expose misconduct,” he said at the Malaysia International Conference on Governance and Integrity 2025. Anwar said the new FOI Act is designed to

Prime Minister Datuk Seri Anwar Ibrahim said the target reflects the government’s firm resolve to eradicate corruption, calling it not only a moral imperative but also a critical driver for inclusive and sustainable economic development. “Corruption remains one of the most damaging threats to national progress, distorting fair competition, deterring investment and diverting funds away from essential sectors such as infrastructure, education and healthcare,” he said at Malaysia’s International Conference on Governance and Integrity 2025. He added that corruption also inflates the cost of doing business, stifles innovation and creates an uneven playing field that disadvantages ethical businesses. Anwar said the government is adopting a whole-of-nation approach in its anti-corruption efforts, guided by the principles of sustainability, care, compassion, respect, innovation, prosperity and trust. “Our promise to end corruption is absolute.” He also emphasised that the problem is not confined to the public sector, urging corporate leaders to take responsibility and lead by example. “We commend companies and business leaders who have taken the Corporate Integrity Pledge. “We urge all businesses, especially SMEs, to embrace strong governance practices and help us build a national culture of integrity.” Anwar cited Malaysia’s economic momentum, including the 4.4% GDP growth recorded in the first quarter of 2025, as evidence that clean governance and economic prosperity go hand in hand. “An unwavering commitment to integrity will enhance our competitiveness, foster a dynamic business environment and ensure inclusive growth, especially for youth and marginalised communities.” Also present at the conference was Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said who said Malaysia’s anti-corruption efforts are firmly anchored in the National Anti Corruption Strategy and aligned with global standards. “These efforts are not just symbolic – they are structured to show Malaysians and the international community that Malaysia is walking the talk when it comes to transparency, accountability and the rule of law. “This conference allows us to explore emerging tools like artificial intelligence in the fight against corruption, strengthen public-private partnerships for corporate integrity and re-centre the role of ethical leadership in rebuilding public trust.” She also highlighted the ongoing reform initiatives under the Legal Affairs Division, including the introduction of the Parliamentary Services Act 2025 which seeks to restore democratic functions and institutional independence. “These are not small steps. Youth parliament to be strengthened SEREMBAN: The Malaysia Youth Parliament will continue to be strengthened through policy reforms and new systems aimed at nurturing visionary leadership, said Dewan Rakyat Speaker Tan Sri Dr Johari Abdul. He said the youth parliament is a game-changer in the development of youth leadership as it promotes understanding of the parliamentary democratic system and prepares youths to face the political and social challenges of the 21st century. “One of the key reforms being discussed is the alignment of the number of youth members to 222, mirroring the number of MPs in the House to better reflect the actual structure of Parliament. “Other reforms include the use of a proportional representation system through the Closed Party List method for selecting representatives and implementing the entire process online, from voter registration, party formation and registration to voting. “Also included is a phased strengthening of the leadership training module to prepare youth members as future leaders who are dynamic, principled and resilient,” he said when opening the Malaysia Youth Parliament 2025 Guidebook workshop on Monday. PETALING JAYA: The Housing and Local Government Ministry is aiming to mobilise 100,000 participants nationwide for this year’s Malaysia Clean-Up Day, with the support of the Taiwan Buddhist Tzu-Chi Foundation Malaysia (Tzu-Chi) as a strategic partner. Minister Nga Kor Ming said Tzu-Chi’s involvement is expected to boost public participation and enhance the impact of the mass gotong-royong initiative, scheduled for Sept 27. “This collaboration aligns with our ‘Public-Private-People Partnership’ approach, which encourages joint efforts between the government and private sectors, NGOs and the community to deliver more comprehensive support. “With Tzu-Chi’s involvement, I am confident that public participation will be more widespread and impactful,” said Nga in a statement. A 20-year-old woman was hospitalised on Monday after she was stabbed on campus, allegedly by her former boyfriend. This case follows the June 24 killing of Maniishapriet Kaur Akhara, 20, a physiotherapy student whose body was found in her off-campus apartment in Cyberjaya. New entry control system to be used starting October

Using his own funds, Mohd Shafiq repaired the damaged parts of the building while preserving the traditional wooden architecture. The front yard was converted into a casual outdoor area with camping style tables and chairs, and the backyard was repurposed for small events or group hangouts. With its tranquil setting, the cafe offers a perfect spot for a coffee break. The cafe can accommodate about 60 people at a time. “We’re going for a ‘camping cafe’ concept, built with my own savings and run by my wife and me. “Our initial target was bikers and cyclists, but we were excited to see locals supporting the business and using the cafe as a gathering place. “It gets livelier on weekends and school holidays when people return to their hometowns and drop by for coffee. The cafe is open from 5pm to midnight.” Mohd Shafiq encourages other owners of abandoned homes to consider repurposing their properties rather than letting them decay. He said unattended houses, especially wooden ones, are prone to termite damage and structural wear, which can lead to high repair costs. “Many people think old houses have no value but if properly maintained and repurposed, they can be profitable.”

For Muhammad Zairee Izwan Zahir, transforming four blocks of abandoned four-storey police quarters in Sungai Petani, Kedah into a hotel was one of the best decisions his father ever made. Now known as Zaque’s Hotel, the three-star establishment has become a popular lodging option, especially for out-of-town guests. “The idea to turn the police quarters into a hotel came from my late father Zahir Yahya in 2016. As a contractor, he saw the building’s potential. “ Alhamdulillah , he successfully obtained a lease for the land and building from the relevant agency. At the time, none of us knew his intention was to build a hotel. “Imagine a building covered in dust and moss, rusted window grilles repurpose dilapidated buildings into vibrant hotels, cafes and event venues

Located in Lenggeng, Negeri Sembilan, the cafe, Do8°Camp, blends traditional heritage with a relaxed, modern vibe. “The cafe was originally a family home owned by my wife’s grandmother. After my father-in-law passed away in 2020, the 1950s-era house was left vacant, and it deteriorated. That’s when I decided to breathe new life into it.”

The investigation will be another blow to the beleaguered government of 38-year-old Paetongtarn, Thailand’s youngest premier, who the Constitutional Court suspended from duty earlier this month over the issue. The leaked June 15 call, during which Paetongtarn appeared to kowtow before Hun Sen and criticised a Thai army commander, triggered a major backlash at home, with allegations she had undermined Thailand’s integrity and sovereignty amid a heated territorial dispute with Cambodia. Paetongtarn has since seen protests calling for her resignation and the exit from her coalition of its second-largest party, leaving her government with a razor-thin majority. “The commission has set up an investigation panel. There is no timeframe,” said an official from the National Anti-Corruption Commission, who declined to be named because they were not authorised to speak publicly about the matter. The body has a broad remit to investigate allegations of offences by state officials beyond graft. Thai media outlets on Monday reported it had decided to investigate Pateongtarn. The NACC secretary-general Sarote Phuengrampan told reporters he was not aware of the investigation or any decision by commissioners. The complaint came from 36 senators who also petitioned the Constitutional Court alleging Paetongtarn, the daughter of politically influential billionaire had violated ethical standards and intentionally abused her power. Albanese is on his second visit to China as prime minister, seeking to bolster recently stabilised trade ties even as geopolitical tensions remain high. Relations between Beijing and Canberra have charted a bumpy course over the past decade, a period marked by repeated disagreements over national security and competing interests across the Pacific. Ties improved in December when China called off a ban on imported Australian rock lobster, removing the final obstacle to ending a damaging trade war between the countries from 2017. Japan concerned over incursions TOKYO: Japan said yesterday that China’s intensifying military activities could “seriously impact” its security, citing the first confirmed incursion by a Chinese military aircraft into its airspace in an annual threat assessment. It repeated its comment from last year’s paper that China’s military ambitions pose “an unprecedented and (the) greatest strategic challenge” to Japan and the world.

Russia which are “clearly intended as a demonstration of force against Japan”, the paper said. It repeated that North Korea’s activities pose a “more grave and imminent threat to Japan’s national security than ever before”. The white paper was approved by the Cabinet of Prime Minister Shigeru Ishiba yesterday. Japan is increasing its defence spending to the Nato standard of roughly 2% of gross domestic product (GDP). It is bolstering its military ties with Washington – and other regional US allies – to make US and Japanese forces nimbler in response to threats such as a Chinese invasion of Taiwan. – AFP
