Turkiye may become Asean full dialogue partner KUALA LUMPUR: Asean is considering upgrading its relationship with Turkiye from a sectoral dialogue partner to a full dialogue partner in the near future, said Foreign Minister Datuk Seri Mohamad Hasan. He said as a sectoral dialogue partner, Turkiye has played a constructive role in various areas, including technology, security, defence and agriculture, as well as offering scholarships to students from Asean member states. He was speaking after chairing a trilateral meeting involving Malaysia, Turkiye and the Asean Secretariat yesterday, that was attended by Turkish Foreign Minister Hakan Fidan and Asean secretary-general Dr Kao Kim Hourn. Mohamad said many countries have expressed interest in becoming sectoral or full dialogue partners of Asean. “But we have imposed a moratorium because there are simply too many applications.” Meanwhile, Palestine Planning and International Cooperation Minister Dr Estephan Salameh arrived here yesterday to attend the 4th Ministerial Meeting of the Conference on Cooperation Among East Asian Countries for Palestinian Development (Ceapad IV). He was received on arrival at the KLIA Bunga Raya Complex by Palestinian Ambassador to Malaysia Walid Abu Ali. Estephan is scheduled to co-chair Ceapad IV alongside Mohamad and Japan Foreign Minister Takeshi Iwaya. Ceapad IV will focus on capacity-building programmes, the reconstruction of critical infrastructure in Palestine and the effective delivery of comprehensive humanitarian assistance, among others. Current member states of Ceapad are Japan, Palestine, Malaysia, Brunei, Cambodia, Indonesia, Laos, Singapore, South Korea, Thailand and Vietnam. – Bernama Malaysia to strengthen legal foundation to boost trade KUALA LUMPUR: Malaysia is boosting regional trade efforts and creating a firm legal foundation for emerging technologies, including artificial intelligence (AI), said Minister in the Prime Minister’s Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said. She said Malaysia continues to liberalise its market through initiatives such as the Johor Singapore Special Economic Zone and strategic partnerships with the European Free Trade Association and China. “Asean has made meaningful progress in eliminating intra-regional tariffs. The next step is to reduce non-tariff barriers and improve regulatory alignment to ensure seamless trade,” she said in her keynote address at the SCG Legal Regional Meeting 2025 Asia and Pacific Rim on Thursday. Azalina said Malaysia is undertaking key legal reforms, including a review of the Contracts Act 1950 and the Sale of Goods Act 1957, alongside the development of a Cross-Border Insolvency Act aligned with United Nations Commission on International Trade Law standards. She added that the government is drafting a comprehensive AI law focused on ethics and governance, with the aim of supporting safe, responsible and competitive innovation. “This initiative reflects Malaysia’s proactive stance in regulating AI to ensure that we keep pace with technological advancement while safeguarding public trust.” The SCG Legal Regional Meeting involves a global network of leading law firms and brings together regional legal and business leaders to address pressing cross-border legal developments and foster strategic collaboration across the Asia-Pacific. – Bernama

“Today’s world faces a complex web of crises that jeopardises global peace, shared prosperity and the well-being of people everywhere.” He cited as examples conflicts, rising power competition, economic fragmentation, rapid technological shifts and transnational security threats. Mohamad was speaking at the 15th EAS Foreign Ministers’ Meeting yesterday. “It is thus critical that we sustain the purpose and objective of the EAS, promote principled engagements and advance common ground on issues of shared concern.” He welcomed the support of participating countries for Malaysia’s priority as Asean chairman in 2025, particularly in fostering strategic trust through diplomacy, goodwill and respect for international law. “With a combined nominal GDP of about US$68 trillion (RM289 trillion), the countries in this hall today account for over half of the global economy.” He added that this economic weight reinforces the strategic importance of EAS not just as a platform for dialogue but also as a driver for cooperation and shared resilience. On the situation in Ukraine and the Middle East, Mohamad said Asean welcomes all peace efforts that are rooted in international law, international humanitarian law and the United Nations Charter. He reiterated Malaysia’s firm stance on the Palestinian issue, calling for an end to the decades-long conflict. “The longest conflict of modern history, rooted in the unjust and illegal occupation of the Palestinian Territory, must be brought to an end. “Eighty years of impunity have emboldened Israel to the extent of openly committing genocide, including through mass starvation, including of babies and children. This is unacceptable. It must not be allowed to continue. It must stop.” PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim held a series of bilateral meetings with senior leaders and representatives from six countries and the European Union yesterday on the sidelines of the 58th Asean Foreign Ministers’ Meeting. The meetings, held at the Prime Minister’s Office, involved China, Australia, Pakistan, Turkiye, Palestine, the United Kingdom and the European Union. In his meeting with Chinese Foreign Minister Wang Yi, Anwar said both sides discussed various aspects of Malaysia-China ties which continue to be strengthened following President Xi Jinping’s state visit to Malaysia in April, during which 31 MoUs and Union on sidelines of Asean Foreign Ministers’ Meeting o Bilateral talks held with China, Australia, Pakistan, Turkiye, Palestine, United Kingdom and European

The MoU will cover areas that include Science, Technology, Engineering and Mathematics, Technical and Vocational Education and Training, curriculum development and student exchange programmes, Bernama reported. “I also appreciate Australia’s support in enhancing local vaccine capability through training and research funding amounting to A$500,000 (RM1.4 million).” Anwar added that he looks forward to the official visit of Australian Prime Minister Anthony Albanese to Malaysia in October, which is expected to open a new chapter in bilateral relations based on trust, shared values and aspirations for a more peaceful and prosperous Indo-Pacific.

We also explored efforts to narrow the trade gap and expand cooperation in liquefied natural gas, water, digital economy and green technology sectors,” he said in a statement. Anwar also expressed appreciation for China’s support of Asean’s Five-Point Consensus on the situation in Myanmar, and reiterated the importance of a peaceful resolution to the South China Sea issue in line with international law, including the United Nations Convention on the Law of the Sea. Water operators seek tariff review to improve services

Seven measures outlined to reduce teacher workload PUTRAJAYA: The Education Ministry has outlined seven measures aimed at reducing the workload of teachers, including scrapping low-impact school events and appointing public individuals as examination invigilators. Minister Fadhlina Sidek said the matter had been a priority since the start of her tenure, stressing that the long-standing issue required a comprehensive solution. “The ministry, through recommendations made by the National Education Advisory Council, has outlined seven measures to ease the burden on teachers. “The initiatives include scrapping low-impact school events and reducing the frequency of school management reviews under the Malaysian Education Quality Standards,” she said in a Facebook post. In addition, she said teachers have been given flexibility in recording student attendance, while Teachers’ Day celebrations would be limited to the national and school levels, and the Daily Lesson Plan summary would include only “objectives, teaching content and reflection”. Fadhlina said the ministry has also taken steps to strengthen teacher autonomy in planning and implementing the teaching process as well as classroom assessments. “The initiatives have shown significant successes, including the appointment of over 11,000 examination invigilators from among the public, thus reducing the workload of teachers. However, they need to be further strengthened to ensure a comprehensive impact on all teachers,” she said. Fadhlina also urged all state education departments, district education offices and school administrators to ensure the effective implementation of the initiatives, while the education director-general has been tasked with ensuring all initiatives proceed as planned. “Reports must be presented to me and the ministry’s senior management every three months, and I demand full commitment from all levels of education leadership to jointly address the issue of teachers’ workload,” she said. In a separate development, Fadhlina urged the Public Works Department and the Fire and Rescue Department to conduct a detailed investigation into a fire incident involving an office room at Sekolah Menengah Agama Persekutuan Kajang in Selangor. In Kedah, state Public Works, Natural Resources, Water Supply and Environment Committee chairman Datuk Mohamad Yusoff Zakaria said solid financial resources are crucial to enable operators to enhance service management. He told Bernama that tariff adjustments were necessary due to rising electricity and production costs, including chemicals, but

noted applications submitted by the 10 operators are still under evaluation and have not been finalised by the commission. Meanwhile in Kelantan, state Public Works, Infrastructure, Water and Rural Development Committee chairman Datuk Dr Izani Husin expressed support for the proposed tariff adjustment, saying it would help improve water services for the benefit of the people. He said the move would help stabilise the financial position of Air Kelantan Sdn Bhd, enabling it to enhance service delivery. “Ten states have submitted proposals to the commission, but implementation depends on the approval of the respective state executive councillors,” he said. In Johor, state water service operator Ranhill SAJ is carefully planning the proposed tariff adjustment to avoid burdening most consumers. Its CEO Anuar Abdul Ghani said funds from the adjustment would be channelled towards upgrading ageing pipelines, improving treatment plants and strengthening supply infrastructure. He also stressed the company’s commitment to assist vulnerable groups through special rebates and called for continued public support. “We seek continued support and trust from all parties, especially consumers. “Every adjustment is an investment to ensure current and future generations will not face difficulties in accessing quality water supply,” he said. The commission on Wednesday confirmed receiving tariff review applications from operators in 10 states, namely Penang, Perlis, Kedah, Kelantan, Terengganu, Selangor, Negeri Sembilan, Malacca, Johor and Pahang. that the

National Archives director-general Datuk Jaafar Sidek Abdul Rahman said the RM12.76 million project to upgrade the gallery building was approved under the 11th Malaysia Plan. “The upgrading works involved new wiring for the air-conditioning and lighting systems, refurbishment of the gallery space, structural repairs to both the interior and exterior of the building and landscape maintenance,” he said. Jaafar expressed hope that the gallery and other memorial archives would serve as effective educational tourism centres, offering insights into the nation’s history. The gallery was closed from 2020 to 2021 due to the enforcement of the movement control order before upgrading works began on Jan 1, 2023. It is open from Tuesday to Sunday between 9am and 5pm, and closed on Mondays except during school holidays. – Bernama KUCHING: Residents in Sarawak are being urged to exercise extreme caution near rivers following a deadly crocodile attack in Limbang, amid warnings that the state’s waterways are heavily populated with the reptiles. The Sarawak Forestry Corporation (SFC) said the state is home to some 4,500km of river systems and 40 water catchment basins – many of which are known crocodile habitats. “Based on a rough estimate, there could be up to 25,000 crocodiles populating these river systems,” the agency said in a statement. “People must be cautious when undertaking river activities. “We are trying to mitigate human-wildlife incidents and we need the public to play their part,” it added. The warning comes in the wake of a fatal incident involving a fisherman in Sungai Pandam, a remote river in northern Sarawak. The victim, 58-year-old Karim Osman, was reported missing on Tuesday after being attacked by a large crocodile while fishing alone in a boat near the riverbank. His body was found intact the next day by a Sarawak Fire and Rescue Department team, about 100m from his home in Kampung Pandam. Authorities had earlier spotted a crocodile surfacing with what appeared to be a human body between its jaws, but it disappeared into deeper waters before they could act. To this end, the ministry is focusing on implementing comprehensive strategies to support family planning among youth, including subsidies under the Infertility Treatment Assistance and Advocacy programme for 1,300 eligible couples, improved childcare facilities and more flexible parental leave. “The solution lies in creating a supportive ecosystem – not by simply encouraging them to start families immediately,” she said in a statement in conjunction with World Population Day 2025 yesterday, Nancy said population issues must be viewed as a present-day crisis that requires inclusive and progressive policy action, in line with demographic shifts and the expectations of the younger generation. Malaysia’s total fertility rate stands at 1.7 children – well below the replacement level of 2.1 – while birth rates dropped by more than 11% in the first quarter of 2025 compared with the same period last year. This year’s World Population Day, themed “Empowering Young People to Create the Families They Want in a Fair and Hopeful World,” underscores the importance of listening to and addressing the needs of the younger generation, Bernama reported. The ministry, through the National Population and Family Development Board, remains committed to raising public awareness on population-related issues, including reproductive health rights, demographic shifts

KUALA LUMPUR: Family-related policies must be anchored in an ecosystem that supports the needs of the younger generation, rather than merely urging them to marry and start families, said Women, Family and Community Development Minister Datuk Seri Nancy Shukri. State Minister for Women, Community Wellbeing and Family Development Datuk Seri Fatimah Abdullah said the legislation is necessary as more young people are becoming addicted to vaping. “My ministry is in the process of formulating very strict regulations. “We have identified key areas of concern as vaping is becoming increasingly widespread among students and teenagers, including in towns like Miri and Sibu. “A Cabinet paper is being prepared by my ministry for this proposed law,” she said after attending a drug prevention briefing with the police at her ministry here. Fatimah added that the state attorney- general, state secretary and state financial officer are being consulted as part of the process. Fundraising event to relocate historic 118-year school

Ű BY JOSHUA CHANG newsdesk@thesundaily.com

KOTA KINABALU: As preparation for its historic relocation, Sung Siew Secondary School in Sandakan launched the Onward Sung Siew Run (OSSR) on July 5, celebrating its 118th anniversary while raising funds for its new school building. Hundreds of participants, including students, alumni and community well-wishers, flooded the school grounds for the event, which featured 1km and 3km competitive races and family friendly walk. The run marks the first major fundraiser for the school’s highly anticipated move, aiming to secure a modern learning environment for future generations. Sabah Deputy Chief Minister II Datuk Seri Dr Joachim Gunsalam, a proud alumnus, hailed the relocation as“a transformative leap for education in Sandakan.” “This isn’t just about a new building. It’s about building the future,“ said Joachim, who also serves as Sabah’s minister of Local Government and Housing. “For 118 years, Sung Siew has shaped leaders. Now, we ensure it continues to do so with facilities that match its legacy.” The move will expand learning spaces for growing student needs, modernise facilities to foster innovation and preserve the school’s heritage while embracing progress. Joachim proposed making the OSSR an annual event, ensuring sustained support for the relocation and promoting community unity. Key figures in attendance were Sandakan MP Vivian Wong Shir Yee, Tanjong Papat assemblyman Datuk Frankie Poon Ming Fung, Datu Roslih Datu Siabok from the District Education Office and Sandakan Municipal Council president Walter Kenson. The majority of the off-road race trails passed through Hutan Simpan Piah, a protected forest reserve. The terrain tested the riders’ physical and mental strengths due to the jungle tracks, rocky trails, rivers, hills and mountains. “The race not only promotes motoring sports but also enhances local economic activities, including businesses for homestay owners, as well as hawkers, rural tourism sectors and local youngsters who would benefit from the event. “Although it is a sports activity, all guidelines set by the Forestry Department and other local authorities are strictly followed,“ Shamsul Anuar said in his speech during the flag-off ceremony. Some 5,000 people converged at Lenggong to watch the race. There were brisk sales of local products, as well as a motorcycle exhibition, cultural shows and interaction with professional racers.

“I believe this art will keep bringing Malaysians together, generation after generation, because its core message of harmony is timeless,” he said. The open day also acknowledged The Shudokan’s recent recognition as the National Press Club–Macrokiosk Muhibbah Award winner for December 2024. Sirajuddin Aziz, whose two children have been training there for the last year, said: “It’s rare to find places like this where values are passed down through generations. It’s not just about martial arts; it’s about raising good people, learning respect and being part of a supportive community.” Wilson Wu, a student since 2014, chimed in: “This place feels like home. The friends I’ve made here, and the lessons I’ve learned, go far beyond what happens on the mat.” The Shudokan remains a living testament to Malaysia’s enduring tradition of unity in diversity, and a space where new generations will continue to grow together.

Joe Thambu, the shuseki shihan or chief instructor of Aikido Shudokan International, and nephew of Thamby Rajah, expressed pride in The Shudokan’s enduring relevance. “The Shudokan has always been a reflection of what makes this country special, a place where people of all races and beliefs come together with mutual respect,” he said. “For 64 years, this dojo has stood as a quiet, steady example of how unity can thrive through shared values and friendships.” He also shared his hopes for the future of aikido in Malaysia and what it can continue to offer in modern times. “Aikido isn’t just a tradition we preserve for nostalgia; it’s a way forward. In an increasingly divided world, it reminds us to move with empathy, to resolve conflict without aggression, and to uplift those around us.

Beijing offers help to resolve Cambodian-Thai border dispute BEIJING: China has urged Cambodia and Thailand to resolve their border dispute through friendly dialogue, offering to play a constructive role by upholding an “objective and fair” position, its Foreign Ministry said. Foreign Minister Wang Yi urged peaceful coexistence between the neighbours during a meeting on Thursday with Thai counterpart Maris Sangiampongsa on the sidelines of an Asean summit in Malaysia, the ministry said. “China is willing to uphold an objective and fair position and play a constructive role for the harmonious coexistence between Thailand and Cambodia,“ said Wang. Tension has risen between the Southeast Asian neighbours since the end of May, after a Cambodian soldier was killed in a brief exchange of gunfire at a disputed area on their 820km border. Last month, Cambodia asked the International Court of Justice to resolve the disputes. Wang has reiterated China’s impartiality on the border issue in a meeting with Cambodian Foreign Minister Prak Sokhonn, the ministry said in a summary. He emphasised security measures to protect Chinese and Cambodians, calling for tougher action to “completely eradicate the tumour” of cross-border crimes, such as online gambling, wire fraud, counterfeiting and smuggling. Referring to US tariffs, he added that China believes Southeast Asia has the ability to cope with the “complex situation” and safeguard common interests as well as those of individual nations. – Reuters Joint air drill by US, S. Korea and Japan SEOUL: South Korea, Japan and the United States conducted a joint air drill yesterday, involving a US B-52 strategic bomber and fighter jets of the two US allies over international waters, the South Korean Defence Ministry said. It was the first time this year that a US B-52H strategic bomber was deployed to the Korean Peninsula for a drill, conducted to improve deterrence against North Korea’s increasing nuclear and missile threats, it said. The three countries’ defence chiefs also held an annual meeting in Seoul yesterday, during which they recognised the importance of close trilateral cooperation in addressing security challenges posed by North Korea in the Indo-Pacific and beyond, the ministry said in a statement. “We are illuminating a future path together, a path in which partnerships could evolve through regular engagement,“ said US Joint Chiefs of Staff Chairman Gen Dan Caine. “(North Korea) and China are undergoing an unprecedented military buildup with a clear and unambiguous intent to move forward with their own agendas.” – Reuters

on Taiwan. China claims the democratic self-ruled island as part of its territory and has threatened to use force to bring it under its control. Similar to most countries, Washington has no formal diplomatic relations with the island. However, the United States is Taiwan’s biggest arms supplier and has shown increasing support for Taipei in the face of Beijing’s growing military pressure on the island in recent years. US Defence Secretary Pete Hegseth accused China in late May of “credibly preparing to potentially use military force to alter the balance of power” in the Asia-Pacific region. He also claimed that Beijing “trains every day” to invade Taiwan. In response, Chinese diplomats accused the United States of using the Taiwan issue to “contain China” and called on Washington to stop “playing with fire”. – AFP

he said. Tensions between Washington and Beijing have ratcheted up since Trump took office in January, with both countries engaging in a tariff war that briefly sent duties on each other’s exports sky-high. At one point, the United States hit China with additional levies of 145% on its goods as both sides engaged in tit-for-tat escalation. China’s countermeasures on US goods reached 125%. Beijing and Washington agreed in May to temporarily slash their staggeringly high tariffs, an outcome Trump dubbed a “total reset”. region as secretary of state, US officials said Washington was “prioritising” its commitment to East and Southeast Asia. Rubio said on Thursday the United States has “no intention of abandoning” the Asia-Pacific region. However, US tariffs overshadowed the conference and Rubio sought to placate Asian trade partners, saying talks are ongoing and might result in “better” rates than for the rest of the world. Trump has threatened punitive tariffs of between 20% and 50% against more than 20 countries, many of them in Asia, if they do not strike deals with Washington by Aug 1. Wang on Thursday called for a “fairer and more reasonable” international order. “At the same time, we are confronted with challenges such as the impact of unilateral protectionism and the abuse of tariffs by a certain major country,”
