650 child abuse, neglect cases in KL this year
PETALING The government’s Kampung Angkat Madani programme has helped close the development gap between rural and urban areas through a community-focused approach, said Prime Minister Datuk Seri Anwar Ibrahim. In a written parliamentary reply, he said RM1 million had been channelled to each village involved in the initiative, with an additional RM200,000 allocated for technical and vocational education and training (TVET) projects. These cover both physical and non-physical components. “For physical projects, the focus was on building basic infrastructure such as roads, street lighting, internet access and water supply. “The non-physical projects include health screening, on-site verification of assistance and educational guidance for children who have dropped out of school,” he said in reply to Dr Mohammed Taufiq Johari (PH–Sungai Petani). Mohammed Taufiq had asked how the ministry was monitoring the programme’s effectiveness in bridging the rural-urban gap in 2025. Anwar said the programme is monitored through the Madani Adopted Programme dashboard, a centralised platform where leadership teams track progress and submit monthly reports to the Implementation Coordination Unit of the Prime Minister’s Department for follow-up action. Ministry calls for public to report wrongdoing, stresses shared responsibility in protecting children
KUALA LUMPUR: A total of 650 cases of child abuse and neglect have been reported in Kuala Lumpur as of June this year, including 95 in the Brickfields district alone, according to Social Welfare Department statistics. The Women, Family and Community Development Ministry has urged the public to immediately report any wrongdoing, particularly cases involving children. Speaking at the launch of the “Child Protection Advocacy Programme: Kasih Kanak Kanak” yesterday, minister Datuk Seri Nancy Shukri said prompt reporting to Talian Kasih at 15999 or directly to the police could save lives. “While the government continues to take action, I wish to remind everyone that protecting children’s safety is not solely the government’s responsibility. Nancy stressed that child protection efforts must be driven comprehensively by all levels of society. “This data underscores the need for active involvement from all parties, including the community, in serving as the ‘eyes and ears’ of the ministry and the authorities,” she said. She added that in today’s digital age, children face dangers both outside and inside their homes, including physical and emotional abuse, neglect, online exploitation and cyberbullying. “The ministry will continue to educate the public, especially children, about their rights and to encourage them to speak up whenever they feel unsafe.” Acknowledging that it is an ongoing process, Nancy emphasised the importance of continuing educational programmes, particularly across more than 10,000 schools nationwide as cases of child

Johor welcomes plan to address nurse shortage JOHOR BAHRU: The state government has welcomed a proposal for strategic cooperation with Indonesia to address the shortage of nurses in the Malaysian medical sector, particularly in the state. Health and Environment Committee chairman Ling Tian Soon said the move would not only help resolve the problem in public hospitals but also in the private sector. However, he also said the relevant agencies and ministries need to prepare a clear standard operating procedure for the recruitment of workers. He added that foreign nurses wishing to work in Malaysia are required to complete several processes, including getting approval from the Malaysian Nursing Board. “They may also need to obtain a work permit from the Human Resources Ministry. These are all technical matters that need to be considered.” He said this when asked to comment on a report on a recent proposal by the Consulate General of the Republic of Indonesia for Indonesian nurses to serve in Malaysia to address manpower shortage in the medical sector. Consul General Sigit S. Ikmal began experiencing fever, diarrhoea and vomiting, but assumed it was just a common illness. Tragically, he passed away on July 17, before his family could reach him at Hospital Melaka. According to his father, the infection spread rapidly over just four days, severely damaging his kidneys, lungs, nervous system and heart. He believes the source of the infection was a canned drink consumed during the hike, which had not been washed beforehand. In 2020, a 29-year-old man died and four others were hospitalised with suspected leptospirosis after engaging in river activities in Pahang. Authorities linked the outbreak to exposure to contaminated water. Periyasamy urged health authorities to launch targeted awareness campaigns, especially in urban areas and among food vendors. These should use clear visuals and simple language, spread through social media, public transport stations, schools and community centres. He also called for stricter enforcement of vendor hygiene inspections and suggested that basic health and hygiene education be integrated into school curricula. “Be mindful of your surroundings, especially in places with poor sanitation. Avoid contact with floodwaters, and take hygiene seriously.”
PETALING JAYA: Although Malaysia has seen a decline in leptospirosis cases, the bacterial infection continues to pose a threat, especially during the rainy season. In 2015, the country recorded 8,291 cases and 78 deaths. More recently, 2,912 cases and 38 deaths were reported in 2020 and 1,761 cases were recorded in 2021. The bacteria could also invade the brain and heart, triggering meningitis or fatal arrhythmias. “Symptoms often appear between two to 14 days after exposure and may resemble the flu – fever, headache, muscle aches – making diagnosis difficult. “Delayed treatment could result in the disease progressing rapidly, with severe and sometimes irreversible outcomes.” Periyasamy also warned of a lesser-known route of infection: contaminated canned drinks. “Leptospira can survive on moist surfaces. Cans stored in humid warehouses or delivery trucks may carry the bacteria. “If someone drinks from an unwashed can, the bacteria could enter through minor cuts or the mouth’s mucous membranes.” He cited a 2009 case report in the Indian Journal of Microbiology linking a fatal

The infection is caused by Leptospira bacteria, commonly found in the urine of rats and other infected animals. Man to hang for killing Bangladeshi worker
IPOH: The High Court sentenced a man to death by hanging for killing a Bangladeshi national in Sungai Kinta, Kampung Gajah in Perak seven years ago. Judge Su Tiang Joo sentenced Mohamad Amier Amzar Mohamad Aspar, 28, after the man was found guilty of killing MD. Restored bells toll again 80 years after A-bomb
BEIJING: Tech financier Bao Fan has been released by Chinese authorities after vanishing from public view over two years ago while “cooperating” with an investigation, a former colleague said yesterday. Bao was a key player in the emergence of some of China’s biggest tech giants, supervising blockbuster IPOs and the landmark 2015 merger between ride-hailing giant Didi and its top competitor, Kuaidi Dache. He disappeared in February 2023 as authorities launched a crackdown that saw a number of prominent financiers placed under investigation. In February last year his investment bank, China Renaissance, said he had stepped down as head. His former colleague, speaking on condition of anonymity, said he remained in contact with Bao’s investment bank and could confirm he had been released, as first reported on Friday in financial outlet Caixin . Bao was known for his close ties with the country’s top tech bosses, and was seen as a celebrity in venture capital circles. His disappearance – and China Renaissance’s subsequent announcement that he was “cooperating in an investigation being carried out by certain authorities” – sent shockwaves throughout the financial services industry. Chinese authorities never formally announced the scope of the investigation. – AFP Marcos to offer country ‘as it is’ MANILA: President Ferdinand Marcos Jr has expressed intent to promote the Philippines “as it is” when the country assumes the Asean chair next year. He said there was no need to prove the country’s worth to its neighbours, stressing that the focus should be on showing what the nation is capable of. “I want them to see the Philippines as it is. I’m so proud of the Philippines. It doesn’t need ... the expression in English is ‘gilding the lily’. You’re making it even more beautiful, it’s already beautiful,” he said in a podcast. He expressed confidence that Asean states already recognised the “beauty of the Philippines”, particularly the hard work and kindness of its people. Marcos said his administration was strengthening foreign ties. “What I really want to show is the Philippines has now come together. A kind of social pact with each other that we will help one another because we are going in the right direction. And that’s the most important thing.” In his message marking the 58th founding anniversary of Asean, Marcos pledged to build on the bloc’s legacy in addressing evolving priorities and emerging challenges. – Bernama Tech financier freed after probe
Higuchi said it “made her happy” that everyone would remember the city’s victims. “Instead of thinking that these events belong in the past, we must remember that these are real events that took place,” said the 50-year-old. Yesterday, some 300 people attending mass at the Immaculate Conception Cathedral in Nagasaki heard the two bells toll together for the first time since 1945. One of them, 61-year-old Akio Watanabe, said he had been waiting since he was a young man to hear the bells toll together. The restoration is a “symbol of reconciliation”, he said, tears streaming down his face. The imposing red-brick cathedral, with its twin bell towers atop a hill, was rebuilt in 1959 after it was almost destroyed in the monstrous explosion just a few hundred metres away. Only one of its two bells was recovered from the rubble, leaving the northern tower silent. With funds from US churchgoers, a new bell was
Stop armed conflicts immediately: Mayor
NAGASAKI: Twin cathedral bells rang in unison yesterday in Nagasaki for the first time since the atomic bombing of the city 80 years ago, commemorating the moment of horror. At 11.02am on Aug 9, 1945, three days after a nuclear attack on Hiroshima, the United States dropped an atomic bomb on Nagasaki. After downpours yesterday, the rain stopped shortly before a moment of silence during a ceremony in which Nagasaki Mayor Shiro Suzuki urged the world to “stop armed conflicts immediately”. “Eighty years have passed, and who could have imagined that the world would become like this? “A crisis that could threaten the survival of humanity, such as a nuclear war, is looming over each and every one of us living on this planet.” About 74,000 people were killed in the southwestern port city, on top of the 140,000 killed in Hiroshima.
Days later, on Aug 15, 1945, Japan surrendered, marking the end of World War II. Historians have debated whether the bombings ultimately saved lives by bringing an end to the conflict and averting a ground invasion. But those calculations meant little to survivors, many of whom battled decades of physical and psychological trauma, as well as the stigma that often came with being a hibakusha ( person affected by the atomic bombings ) . Survivor Hiroshi Nishioka, 93, who was just 3km from the spot where the bomb exploded, told ceremony attendees of the horror he witnessed as a young teenager. “Even the lucky ones (who were not severely injured) gradually began to bleed from their gums and lose their hair, and one after another they died,” he said. “Although the war was over, the atomic bomb brought invisible terror.” Nagasaki resident Atsuko

Thai soldiers injured by landmine and Cambodia’s Preah Vihear provinces, the Thai army said. The soldiers are being treated at a hospital.
BANGKOK: Three Thai soldiers were injured by a landmine while patrolling the border with Cambodia, the Thai army said in a statement yesterday, days after the two neighbours agreed to a detailed ceasefire following a violent five-day conflict last month. relations and triggered five days of violent clashes. Both countries were engaged in deadly border clashes from July 24 to 28, in the worst fighting between the two in more than a decade. The exchanges of artillery fire and fighter jet sorties claimed at least 43 lives and left over 300,000 people displaced on both sides. A fragile ceasefire has been holding since Thailand and
Cambodia’s Defence Ministry did not immediately respond to a request for comment. The incident is the third time in a few weeks that Thai soldiers have been injured by mines while patrolling along the border. Two previous incidents led to the downgrading of diplomatic

Colombia holds talks with top cocaine gang BOGOTA: Colombian president Gustavo Petro announced on Friday the start of fresh talks with Clan del Golfo, the country’s largest drug-trafficking gang and the world’s largest producer of cocaine. The powerful group has its origins in right-wing paramilitaries (its 7,500 members call themselves the Gaitanista Army of Colombia) and poses one of the main security challenges faced by the country’s leftist government. “We have initiated conversations outside Colombia with the Gaitanista Army,” Petro said during an event in Cordoba, about 289km west of the capital Bogota. He did not provide further details on the talks. Clan del Golfo considers itself a political group, and demands being recognised as such, in part to receive judicial treatment similar to that of guerillas and paramilitary squads. Last month, Petro’s government presented a controversial proposal to congress to offer criminal groups certain benefits – including reduced sentences and non extradition – in exchange for disarmament. Since the start of his term in 2022, Petro has tried and failed to negotiate disarmament with various armed groups. Amid record-high drug cultivation in Colombia, the armed forces are carrying out a major offensive in an attempt to bring the drug traffickers under control. – AFP Azerbaijan, Armenia sign peace deal WASHINGTON: Azerbaijan and Armenia signed a US-brokered peace agreement on Friday during a meeting with President Donald Trump. “It’s a long time, 35 years, they fought and now they’re friends, and they’re going to be friends for a long time,” Trump said at a signing ceremony, attended by Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan. Armenia and Azerbaijan have been at odds since the late 1980s when Nagorno-Karabakh, mostly populated by ethnic Armenians, broke away from Azerbaijan with support from Armenia. Azerbaijan took back full control of the region in 2023, prompting almost all of the territory’s 100,000 ethnic Armenians to flee to Armenia. Trump said the two countries had committed to stop fighting and open up diplomatic relations. its diplomatic efforts to halt the catastrophe unfolding across the Egyptian border in Gaza “as a result of the Israeli occupation’s brutal practices”. Faisal discussed the situation in phone calls with his Egyptian counterpart Badr Abdelatty, Fidan and European Union foreign policy chief Kaja Kallas and emphasised the need to halt attacks and the forced starvation of Gaza’s people. “Saudi Arabia condemns in the strongest possible terms the decision of the Israeli occupation authorities to occupy the Gaza Strip and categorically condemns their persistence in committing crimes of starvation, brutal practices and ethnic cleansing,” the Saudi Foreign Ministry said in a statement. The Maldives has called for ensuring accountability for all Israeli crimes in Palestine. “This decision (Gaza occupation) not only deepens the suffering in the occupied Palestinian territories but also is a threat to lasting peace and regional stability,” said Maldives President Mohamed Muizzu. UN Secretary-General Antonio Guterres expressed alarm over the occupation plan and asked for unimpeded humanitarian access. China told Israel “to stop the dangerous move at once”, according to a statement. “Gaza belongs to the Palestinian people and is an integral part of the Palestinian territory,” a Chinese Foreign Ministry spokesperson said on Friday. Turkiye said the Israeli decision to widen its military operation in Gaza marks a new phase of its “expansionist and genocidal policy”. “We urge the UN Security Council to adopt binding measures to halt Israel’s actions.” – Bernama

Apollo 13 commander Lovell dies at 97 WASHINGTON: Astronaut Jim Lovell, commander of the failed 1970 mission to the moon that nearly ended in disaster but became an inspirational saga of survival and the basis for the hit movie Apollo 13 , died on Thursday in Lake Forest, Illinois. He was 97. The mission was planned as humankind’s third lunar landing but went horribly wrong when an explosion put the lives of the three astronauts in grave danger. freezing. Water was drastically rationed, food was short and sleep was nearly impossible. The crew had to contrive a filter system to remove high levels of carbon dioxide that could have proven deadly. Lovell never got another chance to walk on the moon after Apollo 13, which was his fourth and final space trip.
His first trip had been the Gemini 7 mission in 1965, featuring the first link-up of two manned spacecraft. His second was Gemini 12 in 1966, the last of the programmes that led to the Apollo moon missions. Lovell’s third mission was Apollo 8 in December 1968, the first to orbit the moon. Lovell, who later had a moon crater named in his honour, retired as an astronaut in 1973, working first for a harbour towing company and then in telecommunications. He co-authored a 1994 book, Lost Moon: The Perilous Voyage of Apollo 13 . Lovell made a cameo appearance in Apollo 13 as the
Lovell and crewmates Jack Swigert and Fred Haise endured frigid, cramped conditions, dehydration and hunger for 3-1/2 days while working with Mission Control in Houston to bring the crippled spacecraft safely back. With a dangerous loss of power, the three astronauts abandoned the command module and went to the lunar module – designed for two men to land on the moon. They used it as a lifeboat for a harrowing return to Earth. Electrical systems were turned off to save energy, sending temperatures plummeting to near
